They always have an opinion, especially on the national team and "think they could do a better job". Yet I have never met any of these people (I'm sure there are a few) who actually decide to go into coaching.

A lot of coaches get into the job because they used to be players. Even though they may not know much about the coaching side, it opens doors for them. But did you know that most jobs out there do not need you to have played at the top flight.

In fact, there are loads of lower league jobs out there where there is a huge shortage of coaches. This is ideal for you - just contact your local schools, soccer associations etc. - or just look around on a weekend and find out where people are playing and go approach the coach. Usually these guys have next to no budget so they will be glad for you volunteering your services.

At the same time, get your Level 1 soccer coaching badge in your country. Most countries have these and if not then you may be able to do overseas badges by distance learning. Soccer coaching is like anything else - you get some basic experience and some basic qualifications under your belt and you can then climb the ladder to the next level. It is really not that hard for you to progress if you want it.
